EU leaders say they have been unable to agree a deal on a Turkish plan for resolving the migration crisis.

They had been discussing an idea that all migrants arriving in Greece would be sent back to Turkey.

In return the country would get more than €6 bn in aid - and a deal over visas for its citizens.

Turkey is currently in talks about joining the EU.

But it's come in for criticism over the government's takeover of a leading opposition newspaper.

But ahead of the meeting today, Taoiseach Enda Kenny says that's not consistent with European values.

"I would assume that any country wishing to join the European Union would want to adhere to European standards.

"This is a matter of very considerable concern for a lot of countries and I'm sure it will be mentioned by more than one speaker here today.

"So if Turkey really wished to join the European Union then obviously they should be adhering to European standards."
