The process of installing water meters could be scrapped by the new Fine Gael-Independent government.
The renamed Department of Housing has said it is reviewing the programme, after a deal to suspend water charges.
In a briefing document for the new minister Simon Coveney, it said around 820,000 meters had already been installed – meaning around 185,000 are left to go.
The controversial scheme has cost the state over €500m so far.
