A new town, built around a railway station, schools, shops and other infrastructure, has been given the go-ahead in Co Cork.
The scheme at Monard near Blarney will include 5,500 units, providing homes for over 12,000 people.
An Bord Pleanála will not allow it to proceed until the railway station is built.
Concerns had previously been raised with the planning board about density issues and pressure on local water treatment facilities.
