Minister Simon Coveney is to bring a final plan to deal with bin charges to the Cabinet this morning.

Last night the minister was seeking legal advice from the attorney general as to whether a 12 month price freeze on charges could be brought in.

It is understood the introduction of new pay by weight measures will be deferred for a year.

Minister Coveney is hopeful all waste management companies will agree to the freeze, but said he will introduce legislation to enforce it, if the agreement is being breached.
